  4. In a saucepan, combine milk, sugar, and cornstarch. Whisk until smooth. Cook over medium heat, stirring constantly, until thickened to a pudding consistency. Remove from heat, stir in rose water.
  5. Pour the warm custard over the baked phyllo layer. Spread evenly. Top with the remaining buttered phyllo, pressing gently. Bake for 20-25 minutes until top is golden and crispy.
  6. While the dessert bakes, prepare the jelly: In a small saucepan, dissolve jelly powder in 2 cups water. Bring to a boil, stirring. Remove from heat and let cool slightly.
  7. Once the dessert is out of the oven, pour the liquid jelly evenly over the top. Let it soak in. Refrigerate for at least 4 hours or overnight until set.
  8. Before serving, sprinkle with chopped pistachios. Cut into squares and serve chilled.
