  1. Blanch spare ribs in boiling water for 5 minutes, then drain and pat dry.
  2. Heat oil in a large pot or wok over medium-high heat. Brown ribs in batches until golden on all sides, about 5 minutes per batch. Set aside.
  3. In the same pot, combine rice vinegar, brown sugar, ketchup, soy sauce, hoisin sauce, garlic, ginger, and water. Stir and bring to a simmer.
  4. Return ribs to the pot, cover, and simmer on low heat for 45 minutes, stirring occasionally, until ribs are tender.
  5. Remove ribs and keep warm. Increase heat to high and bring sauce to a boil. Stir in cornstarch slurry and cook until thickened, about 1 minute.
  6. Return ribs to the pot, toss to coat with sauce. Garnish with sesame seeds and green onions if desired. Serve hot.
