  2. In a bowl, combine ground meat, rice, onion, garlic, egg, salt, pepper, and paprika. Mix well.
  3. Place about 1/4 cup of filling on each cabbage leaf near the stem end. Fold the sides over the filling, then roll up tightly.
  4. In a large pot or Dutch oven, mix tomato sauce, diced tomatoes, brown sugar, lemon juice, and water. Bring to a simmer.
  5. Place the cabbage rolls seam-side down in the pot, layering if needed. Spoon some sauce over the top.
  6. Cover and simmer on low heat for 1 hour, or until cabbage is tender and flavors meld.
