Preheat oven to 450°F (230°C). Toss potato fries with oil, salt, and pepper. Spread in a single layer on a baking sheet. Bake for 25-30 minutes, flipping halfway, until golden and crispy.
While fries bake, make gravy: In a saucepan, melt butter over medium heat. Whisk in flour and cook for 1 minute. Gradually whisk in beef broth, ketchup, Worcestershire sauce, and garlic powder. Bring to a simmer; cook until thickened, about 5 minutes. Season with salt and pepper to taste.
