  1. Heat olive oil in a large skillet or Dutch oven over medium heat. Add onion and cook until softened, about 5 minutes.
  2. Add garlic and cook for 1 minute until fragrant.
  3. Add all bell peppers and cook, stirring occasionally, for 10 minutes until they begin to soften.
  4. Stir in tomatoes, capers (if using), and red wine vinegar. Season with salt and pepper.
  5. Reduce heat to low, cover, and simmer for 20-25 minutes, stirring occasionally, until peppers are very tender and flavors meld.
  6. Uncover, increase heat to medium, and cook for 5 minutes to thicken slightly. Remove from heat.
  7. Stir in basil. Serve warm or at room temperature.
