In a large bowl, combine peaches, 1 cup sugar, cornstarch, cinnamon, nutmeg, and lemon juice. Stir gently to coat. In another bowl, whisk together flour, 1 cup sugar, baking powder, and salt. Stir in milk and vanilla until just combined (batter will be lumpy). Remove hot dish from oven; butter should be melted. Pour batter evenly over the melted butter (do not stir). Spoon peach mixture evenly over batter. Do not stir. Bake for 40-45 minutes, until golden brown and bubbly. Let cool for at least 15 minutes before serving.
