In a large saucepan, melt 4 tbsp butter over medium heat. Whisk in flour and cook for 1 minute.
Gradually whisk in milk, stirring constantly until thickened, about 5 minutes.
Remove from heat and stir in cheddar, Monterey Jack, salt, pepper, and paprika until cheese is melted and smooth.
Add cooked macaroni to the cheese sauce and stir to combine. Pour into prepared baking dish.
In a small bowl, mix panko with 2 tbsp melted butter. Sprinkle evenly over the macaroni.
Bake for 20-25 minutes, until bubbly and golden brown on top. Let rest for 5 minutes before serving.
Tips
For extra flavor, add 1/2 tsp mustard powder or a dash of hot sauce to the cheese sauce.
Store leftovers in an airtight container in the refrigerator for up to 3 days. Reheat in the oven or microwave.
To make ahead, assemble the casserole without the topping, cover, and refrigerate. Add breadcrumbs and bake just before serving.
