- In a separate bowl, whisk together cocoa powder, flour, salt, and baking powder. Gradually add to the butter mixture, stirring until just combined.
- Fold in 3/4 cup of the M&M's, reserving the rest for topping.
- Pour batter into prepared pan and spread evenly. Sprinkle remaining M&M's on top.
