  2. In a large skillet, melt butter over medium heat. Add leeks and cook, stirring occasionally, until softened, about 8 minutes. Add garlic and cook 1 minute more.
  3. Sprinkle flour over leeks and stir to coat. Cook for 1 minute. Gradually whisk in milk and cream. Bring to a simmer, stirring constantly, until thickened, about 3 minutes. Season with salt, pepper, and nutmeg. Remove from heat and stir in 1 cup Gruyère until melted.
  4. Layer half of the potato slices in the prepared dish, overlapping slightly. Pour half of the leek sauce over potatoes. Repeat with remaining potatoes and sauce. Sprinkle remaining 1/2 cup Gruyère and Parmesan on top.
  5. Cover with foil and bake for 40 minutes. Remove foil and bake until potatoes are tender and top is golden brown, about 20 minutes more. Let rest 10 minutes before serving.
