Cook rice: In a saucepan, combine rice and water/broth. Bring to a boil, cover, reduce heat to low, and simmer for 15-18 minutes until tender. Remove from heat, fluff with a fork, stir in lime juice, lime zest, and cilantro. Set aside.
While rice cooks, heat olive oil in a large skillet over medium-high heat. Add onion and cook until softened, about 3 minutes. Add garlic and cook 30 seconds.
Add ground beef to skillet. Cook, breaking up with a spoon, until browned, about 5-7 minutes. Drain excess fat if desired.
