  2. Make the filling: Heat oil in a skillet over medium heat. Sauté onion and garlic until soft. Add cumin, paprika, and chili flakes; cook 1 minute. Add ground beef and cook until browned. Stir in potatoes, olives, hard-boiled eggs, and raisins (if using). Season with salt and pepper. Let cool.
  3. Preheat oven to 200°C (400°F). Line a baking sheet with parchment paper.
  4. Divide dough into 12 equal pieces. Roll each into a circle about 15 cm (6 inches) in diameter.
  5. Place a heaping tablespoon of filling in the center of each circle. Fold dough over to form a half-moon. Press edges to seal, then crimp with a fork or twist.
  6. Place empanadas on prepared baking sheet. Brush tops with beaten egg.
  7. Bake for 20-25 minutes until golden brown. Serve warm.
