Instructions
Preheat oven to 350°F (175°C). Grease a 9x13-inch baking pan.
Make cookie layer: In a medium bowl, whisk together all-purpose flour, baking soda, and salt. In a large bowl, beat 1/2 cup butter, 1/2 cup granulated sugar, and brown sugar until light and fluffy. Beat in 1 egg and 1 teaspoon vanilla. Gradually add flour mixture, mixing until just combined. Fold in chocolate chips. Spread cookie dough evenly into prepared pan.
Make cake layer: In another bowl, whisk cake flour and baking powder. In a large bowl, beat 1/2 cup butter and 1 cup sugar until fluffy. Beat in 2 eggs one at a time, then 1 teaspoon vanilla. Alternately add flour mixture and milk, beginning and ending with flour, mixing until smooth.
Pour cake batter over cookie dough, spreading gently to cover.
Bake for 25-30 minutes, until a toothpick inserted into cake layer comes out clean. Cool completely in pan on a wire rack.
Cut into squares and serve.
