  3. Reduce heat to medium. Add onion and cook until softened, about 5 minutes. Add garlic and jalapeño (if using), cook 1 minute more.
  4. Add tomatoes, beef broth, cumin, oregano, bay leaves, and tomato paste. Stir, scraping up any browned bits from the bottom.
  5. Return beef to the pot. Bring to a boil, then reduce heat to low, cover, and simmer for 1 1/2 to 2 hours, until beef is very tender. Stir occasionally.
