Instructions
Cook rice: In a saucepan, combine rice and water. Bring to a boil, reduce heat to low, cover, and simmer for 18 minutes until tender. Fluff with a fork.
Season chicken: In a bowl, mix chili powder, cumin, garlic powder, salt, and pepper. Rub over chicken breasts.
