  1. In a large bowl, combine soy sauce, vinegar, water, garlic, bay leaf, peppercorns, and brown sugar. Add chicken wings and toss to coat. Marinate for at least 30 minutes, or up to overnight in the refrigerator.
  2. Preheat oven to 400°F (200°C). Line a baking sheet with foil and place a wire rack on top. Brush rack with vegetable oil.
  3. Remove wings from marinade, reserving the marinade. Pat wings dry with paper towels. Arrange wings in a single layer on the prepared rack.
  4. Bake for 25 minutes. Meanwhile, pour the reserved marinade into a small saucepan. Bring to a boil over medium-high heat, then reduce heat and simmer until reduced by half, about 10 minutes. Remove bay leaf and peppercorns if desired.
  5. After 25 minutes, brush wings with some of the reduced marinade. Flip wings and brush again. Continue baking for another 20-25 minutes, until wings are golden brown and crispy.
  6. Optional: For extra crispiness, broil on high for 2-3 minutes, watching closely.
  7. Toss baked wings with remaining reduced marinade. Garnish with green onions and sesame seeds if desired. Serve hot.
