Ingredients
1/2 cup (1 stick) unsalted butter
1 cup granulated sugar
1/2 cup light corn syrup
1/2 cup sweetened condensed milk
1/4 cup unsweetened cocoa powder
1 teaspoon vanilla extract
1/4 teaspoon salt
12 lollipop sticks
Optional: 1 cup semi-sweet chocolate chips for coating
Instructions
Line a baking sheet with parchment paper and lightly grease. Place lollipop sticks on the sheet, spaced apart.
In a medium saucepan over medium heat, combine butter, sugar, corn syrup, and condensed milk. Stir until butter melts and mixture is smooth.
Bring to a boil, then reduce heat to low and simmer, stirring constantly, for about 5-7 minutes until mixture thickens and reaches 240°F (soft-ball stage) on a candy thermometer.
Remove from heat and stir in cocoa powder, vanilla, and salt until fully incorporated.
Working quickly, drop spoonfuls of the mixture onto the prepared sticks, forming a round lollipop shape. If mixture hardens, reheat gently.
Let cool completely at room temperature for about 30 minutes until set.
If coating, melt chocolate chips in a microwave-safe bowl in 30-second intervals, stirring until smooth. Dip each lollipop into chocolate, let excess drip off, and place back on parchment. Let set until firm.

Store in an airtight container at room temperature for up to 2 weeks.
For a fun variation, add crushed candy canes or sprinkles on top before the coating sets.
