  1. Season fish chunks with salt and pepper. In a large pot, heat oil over medium-high heat. Brown fish on all sides, about 3 minutes per side. Remove and set aside.
  2. In the same pot, sauté onion and garlic until soft, about 5 minutes. Stir in tomato paste and cook for 1 minute.
  3. Add crushed tomatoes, water, parsley, cilantro, and habanero pepper (if using). Bring to a simmer, then reduce heat to low and cook for 10 minutes, stirring occasionally.
  4. Add carrots, cabbage, and eggplant. Simmer for 15 minutes until vegetables are tender.
  5. Stir in rice and return fish to the pot. Cover and cook over low heat for 20 minutes, or until rice is tender and liquid is absorbed. Remove habanero pepper before serving.
  6. Fluff rice with a fork and serve hot.
