  2. Heat oil in a deep pan or wok to 180°C (350°F). Fry fish in batches until golden and crispy, about 3-4 minutes. Drain on paper towels.
  3. In a small bowl, combine ketchup, rice vinegar, sugar, and soy sauce. Set aside.
  4. Remove all but 1 tablespoon oil from pan. Sauté garlic and ginger for 30 seconds. Add bell peppers and pineapple, stir-fry for 2 minutes.
  5. Pour in the sauce mixture and bring to a simmer. Add cornstarch slurry, stir until sauce thickens, about 1 minute.
  6. Add fried fish to the sauce, gently toss to coat. Serve immediately over steamed rice.
