  2. Heat 1 inch of oil in a wok or deep skillet to 350°F (175°C). Fry chicken in batches until golden and cooked through, about 4-5 minutes. Drain on paper towels.
  3. In a small bowl, whisk together ketchup, rice vinegar, brown sugar, and soy sauce.
  4. In a separate small bowl, prepare cornstarch slurry.
  5. Remove all but 1 tablespoon oil from the wok. Stir-fry bell peppers and onion over high heat for 2 minutes. Add pineapple and cook 1 minute.
  6. Pour the sauce mixture into the wok. Bring to a simmer. Add cornstarch slurry and stir until thickened, about 30 seconds.
  7. Add the fried chicken and toss to coat evenly. Serve immediately over steamed rice.
