2 cups all-purpose flour
1/2 cup water, plus more as needed
1/2 lb ground pork
1 cup finely chopped napa cabbage
1 tablespoon soy sauce
1 tablespoon sesame oil
1 teaspoon grated fresh ginger
2 cloves garlic, minced
1/4 teaspoon white pepper
1/2 teaspoon salt
Instructions
Make the dough: In a bowl, mix flour and water until a shaggy dough forms. Knead on a floured surface for 5-7 minutes until smooth. Cover and rest for 30 minutes.
Prepare the filling: Squeeze excess moisture from cabbage. In a bowl, combine pork, cabbage, soy sauce, sesame oil, ginger, garlic, white pepper, and salt. Mix well.
Divide the dough into 24 equal pieces. Roll each piece into a 3-inch circle.
Place a heaping teaspoon of filling in the center of each wrapper. Fold in half and pleat the edges to seal.
Line a steamer basket with parchment paper or cabbage leaves. Arrange dumplings in a single layer, leaving space between them.
Steam over boiling water for 12-15 minutes, until filling is cooked through. Serve hot with dipping sauce.

To prevent sticking, lightly oil the steamer basket or use cabbage leaves.
Serve with a dipping sauce of soy sauce, rice vinegar, and chili oil.
