In a small bowl, combine chili powder, cumin, smoked paprika, salt, and pepper. Pat shrimp dry and toss with half the spice mixture.
Heat 1 tablespoon oil in a large skillet over medium-high heat. Add shrimp and cook 2-3 minutes per side until pink and opaque. Remove to a plate.
Add remaining 1 tablespoon oil to the skillet. Add bell peppers and onion; cook 4-5 minutes until softened and lightly charred. Add garlic and remaining spice mixture; cook 1 minute more.
