  2. Heat oil in a medium saucepan over medium heat. Add the rice and cook, stirring frequently, until the rice is lightly golden and fragrant, about 3-4 minutes.
  3. Add the onion and garlic; cook, stirring, until softened, about 2 minutes.
  4. Stir in the tomato puree, broth, salt, and cumin. Bring to a boil.
  5. Reduce heat to low, cover, and simmer for 15 minutes. If using frozen vegetables, stir them in after 10 minutes of cooking.
  6. Remove from heat and let stand, covered, for 5 minutes. Fluff with a fork and garnish with cilantro before serving.
