  1. Preheat oven to 320°F (160°C). Line an 8-inch round cake pan with parchment paper. Place a larger baking dish filled with hot water on the bottom rack of the oven to create steam.
  2. In a heatproof bowl over simmering water, melt cream cheese, butter, and milk together, stirring until smooth. Remove from heat and let cool slightly.
  3. Sift flour and cornstarch together. Whisk into the cream cheese mixture until smooth. Add egg yolks one at a time, mixing well after each. Stir in lemon juice.
  4. In a separate clean bowl, beat egg whites and cream of tartar until foamy. Gradually add sugar, beating until stiff peaks form (meringue should be glossy and hold firm peaks).
  5. Gently fold one-third of the meringue into the cream cheese mixture to lighten it. Then fold in the remaining meringue gently until just combined (do not overmix).
  6. Pour batter into prepared pan. Tap pan gently on counter to release air bubbles. Place pan in a larger roasting pan and pour hot water into the roasting pan until it reaches halfway up the cake pan.
  7. Bake for 60-70 minutes until top is golden and a skewer inserted comes out clean. Turn off oven and leave cake in oven with door slightly ajar for 15 minutes.
  8. Remove cake from water bath and cool completely on a wire rack. Refrigerate for at least 4 hours or overnight before serving. Dust with powdered sugar if desired.
