Divide dough into 8 equal balls. On a lightly floured surface, roll each ball into a 6-inch circle.
Heat a dry skillet or comal over medium-high heat. Cook each tortilla for about 30 seconds per side, until puffed and lightly browned. Keep warm in a towel.
In a separate skillet, cook ground beef over medium heat until browned. Drain excess fat. Add onion and garlic; cook until softened, about 3 minutes. Stir in chili powder, cumin, paprika, salt, pepper, and salsa. Simmer for 5 minutes.
