1/4 cup heavy cream

Instructions
Preheat oven to 350°F (175°C). Line a 12-cup muffin tin with paper liners.
In a medium bowl, whisk together flour, baking powder, and salt.
In a large bowl, beat softened butter and sugar with an electric mixer until light and fluffy, about 2-3 minutes.
Add eggs one at a time, beating well after each addition. Mix in vanilla extract.
Alternately add flour mixture and milk to the butter mixture, beginning and ending with flour. Mix until just combined.
Divide batter evenly among the prepared muffin cups, filling each about 2/3 full.
Bake for 16-18 minutes, or until a toothpick inserted into the center comes out clean. Cool in pan for 5 minutes, then transfer to a wire rack to cool completely.
For the frosting: In a large bowl, beat softened butter until creamy. Sift together powdered sugar and cocoa powder, then gradually add to butter, beating on low speed.
Add heavy cream and vanilla extract, then beat on medium-high speed until light and fluffy, about 2 minutes. If too thick, add more cream; if too thin, add more powdered sugar.
Frost cooled cupcakes with a knife or piping bag. Serve or store in an airtight container.
