  2. Heat olive oil in a large Dutch oven or heavy pot over medium-high heat. Sear the roast on all sides until deeply browned, about 4-5 minutes per side. Transfer to a plate.
  3. Reduce heat to medium. Add onion and cook, stirring, until softened, about 5 minutes. Add garlic and cook 1 minute more.
  4. Stir in tomato paste and cook for 1 minute. Pour in beef broth and red wine, scraping up any browned bits from the bottom. Add rosemary, thyme, and bay leaves.
  5. Return the roast to the pot. Bring to a simmer, then cover and transfer to a preheated 325°F oven. Cook for 2 hours.
  6. After 2 hours, add carrots, celery, and potatoes to the pot around the roast. Cover and continue cooking for 1 hour more, until meat is fork-tender and vegetables are cooked through.
  7. Remove pot from oven. Discard herb sprigs and bay leaves. Transfer roast to a cutting board and let rest 10 minutes before slicing against the grain. Serve with vegetables and gravy from the pot.
