  1. Pat the chuck roast dry with paper towels. Season all over with salt and pepper.
  2. Heat olive oil in a large Dutch oven over medium-high heat. Sear the roast on all sides until deeply browned, about 4-5 minutes per side. Remove and set aside.
  3. Reduce heat to medium. Add onion and cook until softened, about 5 minutes. Add garlic and cook 1 minute more.
  4. Stir in tomato paste and cook for 1 minute. Pour in beef broth and red wine, scraping up any browned bits from the bottom.
  5. Return the roast to the pot. Add rosemary, thyme, and bay leaves. Bring to a simmer, then cover and transfer to a preheated 325°F oven.
  6. Cook for 2 hours. Remove from oven, add carrots and potatoes around the roast. Cover and return to oven for 1 more hour, or until meat is fork-tender and vegetables are cooked.
  7. Remove from oven. Discard herb sprigs and bay leaves. Let rest 10 minutes before slicing. Serve with vegetables and gravy from the pot.
