  1. Pat beef shanks dry with paper towels and season with salt and pepper.
  2. Heat olive oil in a large Dutch oven or heavy pot over medium-high heat. Sear the beef shanks in batches until deeply browned on all sides, about 4 minutes per side. Transfer to a plate.
  3. Reduce heat to medium. Add onion, carrots, and celery; cook, stirring occasionally, until softened, about 5 minutes. Add garlic and cook 1 minute more.
  4. Stir in tomato paste and cook for 1 minute. Pour in red wine, scraping up any browned bits from the bottom. Let simmer until reduced by half, about 3 minutes.
  5. Return beef shanks to the pot. Add beef broth, bay leaf, and thyme. Bring to a boil, then reduce heat to low, cover, and simmer gently for 2.5 to 3 hours, until the meat is very tender and falling off the bone.
  6. Carefully remove beef shanks from the pot. Let cool slightly, then shred the meat, discarding bones and any gristle. Return the meat to the stew. (Optional: for a thicker stew, mix flour with 2 tbsp cold water to make a slurry, stir into the stew, and simmer 5 minutes.)
  7. Adjust seasoning with salt and pepper to taste. Serve hot.
