  1. Preheat oven to 350°F (175°C). Brush a 9x13-inch baking dish with some melted butter.
  2. In a bowl, combine walnuts, pistachios, 1/4 cup sugar, cinnamon, and cloves.
  3. Place one sheet of phyllo on a work surface, brush lightly with melted butter. Top with another sheet and brush again. Repeat until you have 3 stacked sheets.
  4. Spoon about 2 tablespoons of nut mixture along one short edge, leaving a 1-inch border. Fold the sides over and roll up tightly like a cigar. Place seam-side down in the prepared dish. Repeat with remaining phyllo and filling to make 12 rolls.
  5. Brush the tops of the rolls with remaining melted butter. Using a sharp knife, make diagonal slashes on top of each roll (about 3 slashes per roll) to allow syrup to penetrate.
  6. Bake for 20-25 minutes, until golden brown and crisp.
  7. While rolls bake, make the syrup: In a saucepan, combine 1 cup sugar, water, honey, and lemon juice. Bring to a boil, then reduce heat and simmer for 10 minutes. Remove from heat and stir in rose water if using. Let cool slightly.
  8. Remove baklava rolls from oven and immediately pour the warm syrup evenly over the hot rolls. Let cool completely in the dish, at least 1 hour, before serving.
